Tatkal pc cmm

Hello I have completed my b.tech, I have one sub for undertaking (credit) and one under grace marks .I want to apply for tatkal pc cmm is there any way i can get it in tatkal if i provide NOC from my college? Or is there any other way, Its going to take long time if i apply from college.
